ONE PERSON ONE VOTE

 

This is an invitation to all licence holders to join the BHRC Committee for a Q&A and presentation on the subject of One Person One Vote.

To ensure the Committee and members are clear about this resolution and furnished with the facts a Q&A will be staged on Zoom with Robert Millichap and Shirley Dixon on Wednesday, June 30th at 7pm.

We request anyone interested in joining the Zoom presentation to inform the BHRC office by email no later than Friday, June 25th at 5pm.

Zoom codes will then be sent out.

 

 

One of the hottest topics regarding the structure of the BHRC has been that of all the individual members having the right to cast a vote on key matters concerning the governance.

Last year a One Person One Vote proposal was presented at Committee level, this was rejected at the time, with the point raised by some that it wasn’t totally clear as to what the members would be eligible to vote on.

 

The BHRC now present a proposal for One Person One Vote to be implemented this year, the Committee will be asked to consider this resolution ahead of a vote at the  Summer Committee Meeting, which is scheduled for July 22nd.

Resolution on the admission of affiliation paying licence holders to the membership of the BHRC.

 

Consideration of the following resolution with(out) amendments

(as an ordinary resolution approved if 50 % majority of the committee members voting, vote in favour):

 

‘That for a period beginning 1 month from the date that the affliation payment is received until 1 April in the following year the person in respect of whom the payment is made is to be admitted as a voting but affiliation paying member of the BHRC’

 

Explanation:

 

‘voting but affiliation paying member’ is a class of member specifically designated by the constitution so no changes to the constitution are necessary.

 

The 1 month delay is built in to prevent confusion at meetings caused by memberships being paid in the run up to a meeting.

 

At present the membership of BHRC is known as the BHRC committee, made up of the directors, regional stewards, 6 promoters (York, Corbiewood, Amman Valley, Tir Prince, Tregaron, Musselburgh) and the horse owners’ associations. One person – one vote would additionally give every affliation paying licence holder membership of the BHRC.

 

Members’ meetings will be held quarterly and will replace BHRC committee meetings. This is a chance for affiliation paying members to discuss issues with the BHRC board of directors and to vote directly on matters dealt with by the BHRC.

 

It will work by the board, affiliation paying members, promoters and horse owner associations bringing forward matters for discussion or approval. A physical meeting would be held with members attending by zoom if they wish. Votes will be cast by the return of a ballot slip by members, (by post or email). .

 

Questions voted upon by members would include (but not be limited to) deciding the annual election of the chair and vice chair, election of the board of directors (by rotation as now), approval of important new rules, major new projects, handicapping changes and annual awards.
